ARTICLE I: Name, Acronym, Purposes

Section 1: Name

The name of this organization shall be the Computers in Education Division (CoED) of the American Society for Engineering Education (ASEE).

Section 2: Acronym

The acronym of this organization shall be CoED and shall be written as CoED appears in this sentence.

Section 3: Purposes

The purposes of CoED are identical with those of ASEE but with special emphasis on the following:

a. To provide a medium of exchange for innovative concepts and experience-proven applications of analog and digital computers and other computational methods and devices in education.

b. To develop, test, and publish research processed curricula for analog and digital computer instruction for student and teacher development at all educational levels.

c. To contribute to the general knowledge of its membership in the areas of analog and digital computation.

d. To broaden, where beneficial, the uses of analog and digital computational technologies by educators, students, and educational institutions.

ARTICLE II: Membership

Membership in CoED shall consist of those ASEE members choosing to affiliate with CoED by following the prescribed procedures for affiliating with CoED.

ARTICLE III: Organization, Officers, Board of Directors, Officer Election and Replacement, Office Tenure, and Officer Responsibilities

Section 1. Officers, Board of Directors

CoED officers shall be the following:

Division Chair
Secretary-Treasurer
President, Technical Editor Board, Computers in Education Journal
Program Chair
Program Chair Elect
Technical Editor Board Members, Computers in Education Journal
Managing Director Associate Editors, Computers in Education Journal

The CoED officers, plus up to 5 Directors-at-Large, shall constitute the CoED Board of Directors. Each CoED Director’s vote shall have equal weight and the vote of a majority regarding any issue will approve or disapprove all CoED matters pertaining to policies, expenditures, and modus operandi. CoED endowed funds for awards and prizes that are under the direction of the fund trustees who are the current members of the Board of Directors.

Section 2: Officer Election and Replacement

Election of officers will take place at the Annual CoED Meeting, which is held during the ASEE Annual Conference. Time, date, and place of the Annual CoED Meeting will be communicated to all CoED Members via the CoED quarterly Newsletter and via the program for the ASEE Annual Conference. Election of officers to fill vacancies also occurs during the Annual CoED Meeting.

The CoED Directors will present candidates for each office to be filled, and nominations from the floor will be accepted (and encouraged) during the Annual CoED Meeting.

The majority vote of CoED members attending an election meeting will elect the officers. Voting will be
for each individual office to be filled.

In the event an Officer or Director position is vacant or becomes vacant during the period between Annual CoED Meetings, the CoED Directors shall fill the vacancy in one of the following ways:

a. A special meeting of CoED members called by the CoED Chair.
b. A special meeting of CoED Directors called by the CoED Chair.
c. A mail vote by CoED Directors.

Section 3: Office Tenure

The Division Chair, the Program Chair and the Program Chair Elect shall serve two-year terms. The Associate Editors, Computers in Education Journal; the Technical Editor Board Members, Computers in Education Journal; the Publisher, Computers in Education Journal shall serve indeterminate terms. The Secretary-Treasurer, the Managing Director, and the Directors-at-Large shall serve a two-year term which is renewable without limitation.

Newly-elected officers shall begin their terms concurrently with the beginning of the ASEE operating year (currently October 1 of each year and ending September 30 of the following year).

Section 4: Officer Responsibilities

a. The Chair shall be responsible for the overall operation of CoED.

b. The Secretary-Treasurer shall be responsible for the overall financial management of CoED.

c. The Program Chair shall be responsible for the development of the CoED paper-sessions offered at the ASEE Annual Conference.

d. The Program Chair Elect shall assist the Program Chair for the purpose of assuming the latter position the following term.

e. The Managing Director shall be responsible for the day-to-day operations of CoED.

f. The Associate Editors, Computers in Education Journal shall be responsible for the content, format, and construction in all items appearing in the Computers in Education Journal.

g. The Technical Editor Board Members, Computers in Education Journal shall be responsible for review and acceptance / rejection criteria / decisions on all items submitted for publication consideration in the Computers in Education Journal.

ARTICLE IV: Meetings of CoED

In addition to the Annual CoED Meeting, the Chairman, may, when necessary, call special meetings.

Section 1: Quorum

A quorum for meetings of CoED Directors shall consist of a minimum of 5 Directors with proxies accepted.

ARTICLE V: By-Laws Changes

By-Laws changes approved by a 2/3 vote of the CoED Directors shall be submitted to the membership 30 days or more before the start of a new fiscal year (October 1). By-Laws changes will be passed to the ASEE Board of Directors for final approval unless 1/3 or more of the members register an objection. The modified bylaws will take effect upon approval of the ASEE Board of Directors, per ASEE policy.

ARTICLE VI: Publication Policies, Schedules, Budgets and Charges

A majority vote of the CoED Directors shall, at the beginning of a new fiscal year, determine the CoED publishing program for the year. Subscription charges, advertising charges, page charges, and all other charges associated with CoED publications are determined by a majority vote of the CoED Directors.

The CoED Technical Editor Board shall have the final decision on the acceptance / rejection for publication in the Computers in Education Journal.

The CoED Directors have the overall responsibility to evolve policies which ensure that the Computers in Education Journal remains a peer-reviewed journal of high quality and practical use to the engineering education community.

CoED prizes / awards for publications and / or presentations are determined each year by the CoED Directors with prize / awards presentations made during the next ASEE Annual conference.

ARTICLE VII: CoED Membership Dues and Stipulations

Annual CoED membership dues shall be $7.00 or the maximum amount allowed by ASEE for its constituent Divisions. All CoED members shall be mailed a copy of the quarterly CoED Newsletter without charge. All CoED members with U.S.A. mailing addresses will be mailed a copy of the quarterly Computers in Education Journal without charge. All CoED members with mailing addresses outside the USA will be provided a copy of the quarterly Computers in Education Journal without charge provided they pay first class mailing costs in advance to the CoED National Office, Locked Box 68, Port Royal, VA 22535, USA in USA funds.
